In Pool: Does english change the path of a que ball after making contact with an object ball?

In a book I read ( Robert Byerns) Advanced Techniques in Pool and Billiards, it says that english only slightly effects that path that the que ball takes after making contact. It says that english actually effects the path the que ball takes after hitting a rail. My friends disputed this with me. I would like some additional feedback.
