Why do Americans see Chinese yuan as scapegoat?

I don't think the trade imbalance of the US is due to artificial devaluation of Chinese yuan. Yuan is pegged to dollar,though. China just learns a lesson from the Plaza accord. Is there anything wrong with maintaining Chinese yuan at an appropriate level?
